The Sun claim Mourinho is far from happy that he won’t get his hands on the full £80m transfer kitty available.
It is said he wants to hold talks with the board, and remain at the club in the long-term if his demands are met.
The report also suggests that United executive vice-chairman Ed Woodward has urged the club not to spend too heavily this money.

Manchester United will this week step up their attempts to bring Welsh superstar Gareth Bale to Old Trafford before the end of the transfer window.
United are long-time suiters for Bale, who opted to move to Madrid instead of Old Trafford when he left Tottenham in September 2013.
The Spanish giants are ready to offload the 28-year-old after growing tired of the amount of time that he has spent on the treatment table in the last two seasons.
Sunday Express Sport understands United are looking to close out an unlikely deal for Bale before the winter transfer window closes at the end of this month.
If United boss Jose Mourinho does make a move, Bale’s former club Tottenham will have 72 hours to match it and discuss personal terms under the conditions of his sale.
Mesut Ozil swoop
Manchester United are reportedly keen to wrap up a deal for Arsenal star Mesut Ozil this month.
Ozil is out of contract at the end of the season and is widely expected to leave the Emirates.
The German is likely to expect a huge signing-on fee in order to leave the Gunners.
And now Mourinho has been given the go-ahead by United chiefs to strike a deal for Ozil, according to the Sunday Mirror.
The report suggests United could pay as much as £35million to sign him this month.

Usain Bolt has held talks with Sir Alex Feguson over a sensational move to play for Manchester United.
"One of my biggest dreams is to sign for Manchester United,” Bolt told Express Sport.
“If Dortmund say I'm good enough, I'll crack on and train hard.
"I've spoken to Alex Ferguson and I told him he needs to put in a good word. He told me if I get fit and ready, he will see what he can do."
